Any unit engaged in the transport of dangerous goods by road must have the corresponding facilities and equipment capable of ensuring the safe transport of dangerous goods.
Article 6 A unit engaged in the transport of commercial road dangerous goods must have a business scale of more than ten special vehicles, at least five years of management experience in transport operations, equipped with appropriate professional and technical management personnel, and have established and improved rules and regulations on safe operation procedures, the current position system, vehicle equipment maintenance and repair and safety quality education.
Article 7 Personnel directly engaged in road transport, loading, unloading, maintenance operations and business management of dangerous goods must master relevant knowledge of the transport of dangerous goods, pass the examination of the local (municipal) level and above, and issue a Road Transport Operation Certificate for Dangerous Goods before taking up their post.
Article 8 Vehicles, containers, loading and unloading machinery and work accessories for the transport of dangerous goods must meet the conditions stipulated in Regulations on the Transport of Dangerous Goods by Motor Vehicles JT3130 of the Ministry of Communications and pass the examination and verification by the road transport administration authorities.
Article 9 If a non-commercial transport unit needs to engage in road transport of dangerous goods, it shall submit a written application in advance to the local road transport administration department. After examination, the transport administration at the local (city) level has approved the transport administration department that conforms to the basic transport conditions of these Provisions, and it can only carry out the transport operation by issuing a Non-Business Transport Certificate for Dangerous Goods on Road. To engage in one-off road transport of dangerous goods, only after examination and approval by the transport administration department at the county level, can the transport be carried out by issuing a Temporary Transport Certificate for Dangerous Road Goods.
Article 10 Any unit that applies for engaging in commercial road transport of dangerous goods, or that has obtained commercial road transport operation qualification and needs to add more dangerous goods transport operation items, shall submit a written application to the local road transport administration department at the county level according to regulations, which shall be examined and approved by the local (municipal) road transport administration department. Only the Road Transport Operation License and Road Transport Operation License affixed with special purpose for the transport of dangerous goods on road may be issued to engage in the transport of dangerous goods on road.
